Six hundred years ago, the Ming had already started to form what is now known as the intelligence agencies, something that at times it is not a norm. The guards are always bringing fourteen blades sharp weapon which each have their own functions. Eight blade weapons used to torture opponents while five blades are used to kill. The last one they never use this one because they savings as a means of suicide if their mission fails.

One time, the Empire been won and Qinglong (Donnie Yen) emperor of the best guards assigned to retrieve a list of people who are still loyal to the emperor.
